As the project nears completion top soil (hopefully it was stockpiled and not buried under asphalt) is placed in areas where some type of vegetation is planned. During all these processes thousands of tons of soil may wash away in rain water if care is not taken. Maybe a home owner notices it takes a lot of water to keep the lawn green or trees just never seem to grow. Small hints that something has happened to the fertile soil that was once present.
